Robert L. Clifford was born Dec. 17, 1924 in Passaic. He served in the U S. Naval Reserve from 1943-1946. He was graduated with B.A. in 1947 from Lehigh University. He attended Duke University School Of Law, LL.B. 1950. He was admitted to the N. J. bar as attorney 1950, counsellor in 1954. Associated with Cox and Walburg, Newark, 1950- 1952.

Law secretary to Justice William A. Wachenfeld, N. J. Supreme Court, 1953-1954. Associated with Mead, Gleeson, Hansen & Pantages, successor firm to Cox and Walburg, 1934-1962. Partner in Morristown firm of O'Donnell, Clifford, Conway & Leary, 1962-1970.

He was a member of American, New Jersey and Morris County Bar Associations and was former first Vice-President of the New Jersey State Bar Association. Justice Clifford was a Fellow of the American College of Trial Lawyers and of the American Bar Foundation. Recipient of Trial Bar Award for 1970. Member of American Judicature Society. He served in the cabinet of Gov. William T. Cahill as commissioner of Banking and Insurance from Jan. 21 to Feb. 23, 1970. After separate Departments of Banking and Insurance were established, he was commissioner of Insurance from Feb 23, 1970 to Feb. 4, 1972.

He was commissioner of Institutions and Agencies from Feb. 4, 1972 to Sept. 4, 1973. He was nominated by Gov. Cahill as associate justice of the Supreme Court and sworn on Sept. 4, 1973. He retired from the Court in 1994 and died on Nov. 29, 2014 at the age of 89. Justice Clifford was married to the former Joan Sieben Of Livingston, has three sons and resided in Madison.
